The Committee members deem it necessary to exclude from the bill (Reg. No6495) items 3 of the part 1 of the clause 85 and item 5 of the Final Provisions.
As it was declared by the People´s Deputies, pursuant to the item 3 part 1 of the clause 88 of the bill, expenses on the primary medical care, ambulatory and extended care are included into the category of expenses that are taken from the budgets of villages, towns of regional significance and their unions. Though, pursuant to the subparagraph a) item 3 clause 89 of this bill, such expenses can be taken also from the regional budgets and budgets of the cities of the Autonomous Republic of the Crimea. Pursuant to the item 5 of the Final Provisions of the document councils of the lover level have the right to transfer their authorities of expenses manager to the councils of higher level.
Though, the Committee members emphasised that the indicated transfer of rights is not carried out on practice. Hence, the Deputies are convinced that the problem of excessive fragmentation of funds in this sphere is not solved. To prevent the funds dissipation between the budgets of different levels, the Committee suggests implementation of the norm according to which, the funds administrator in the sphere of primary medical, ambulatory and extended care is supposed to be budgets of the level not lower than regional one.
